Maxwell & Associates of Greenville, Delaware, has been a successful lobbying business since its founding in 1997. Bob Maxwell consults on government affairs and economic development with companies who do business primarily in Delaware, and, since 2002, he has been working with DAABA on targeted legislative initiatives.

Through his work as a registered lobbyist, Bob Maxwell has access to members of the Delaware state legislature, in both the Senate and the House of Representatives, which, meet from January through the end of June annually.  He also has a number of governmental bodies who are clients, including the City of Newark, the Delaware Association of Counties (DAC), and the Sussex County Association of Towns (SCAT), representing their interests concerning pertinent matters before the Delaware General Assembly. Through his work with DAC, he has access to elected officials on New Castle, Kent, and Sussex county councils. His work with SCAT allows access to almost 40 member cities and towns in Sussex County, each of which has a governing council. The City of Newark is the third largest city in Delaware. Its city council deals with issues concerning both the city and the University of Delaware. Bob also consults with an electric cooperative that provides service to nine Delaware municipalities with total population of over 114,000. And he has other clients who have economic developments interests in home-building and industrial construction projects.

Bob Maxwell’s experience as a three-term elected State Representative from 1974-1980 and as a New County Council elected member from 1982-1984 helped him gain understanding of how government works in Delaware. Before he formed Maxwell & Associates, he had been Chief Administrative Officer of New Castle County from 1988 to 1996 under County Executive Dennis G. Greenhouse.

As a life-long Delawarean, Bob knows that there are fewer family-owned businesses like the members of DAABA who successfully represent the best business practices to be found in Delaware’s large liquor industry. These hard-working family businesses not only support their families, they also are taxpaying contributors to Delaware’s successful small-business culture.

What has DAABA done?  Over the last decade, DAABA has been instrumental in the Delaware General Assembly in Dover fighting increased liquor excise taxes and undue regulatory intrusion in our industry that would increase the costs of business insurance by amending Dram Shop Laws. DAABA has also successfully fought earlier retail liquor store openings and protected our small family-owned businesses from unfair laws that give an undue and unnecessary competitive advantage to larger out-of-state competitors. DAABA has gained a respected reputation among legislators and current and former Governors of Delaware as the true face of integrity and sound business practices of the state’s large retail liquor industry.
